  <h2>科三再升级“人考”改“机考”车内多名安全员</h2>
<p>驾考科三监管再度升级，每一次的改革将推动驾考过程公正、公平、公开，据悉南通驾考科目三考试将由“人考”改为“机考”。</p>
<h6>考试车内没有考试员</h6>

<p>南通自11月下旬起，首先在海门市推行小型汽车驾考科目三考试电子化评判，之后将在全市进行推广，届时驾考从科目一到科目三将实现全程电子化。“路考是否合格以系统判定为主要依据，将更为公平、客观。”且今后科目三路考时考试员只通过后台视频进行辅助评判，不再跟车进行人工考试。</p>
<p>据了解，路考实行“机考”后，考生路考是否合格，将主要根据计算机系统的评判。届时考试车上将没有考试员，取而代之的是一名安全员。“这些安全员都是来自各个驾校的教练员，通过考核选拔的。考前随机抽取，并非学员本人的教练。他们坐在学员旁边，主要负责学员在路考过程中的安全，不参与考试评判，不允许协助学员操作。”</p>
<h6>层层考核选拔安全员</h6>
<h6>“电子考官”逐步缓解驾考压力</h6>
<p>据悉参加培训的安全员都是由驾校推荐的优秀教练员，从业时间久、驾驶技能强，经过严格的资质审查，综合年龄、驾龄、从业记录、记分事故等情况，通过过预审、核查、培训、考试等多个环节，最终取得考试车安全员资格。为规范考试车安全员的行为，交警部门专门制定了《南通市机动车驾驶人小型汽车科目三社会安全员工作规范》，明确了安全员的工作职责和纪律。下一步还将继续组织安全员培训，届时全市将储备400人左右的考试车安全员队伍，以确保驾考工作的需求。</p>
<p>实行小型汽车电子化评判将杜绝考试过程中的人为因素，大大提高驾考效率，增加科目三每天的参考人数，缓解当前因报考人数迅猛增长带来的驾考压力。据了解，海门试行驾考电子化评判后，海门的驾考学员可就近参加科目三考试。</p>
<h6>电子设备确定考试成绩</h6>
<h6>路考评判更客观公正</h6>
<p>并且车管部门驾考监控中心、电子评判设备均已准备就绪，未来考试员将通过考试车上安装的GPS系统、视频监控系统、音频对讲系统、指纹识别系统等智能化设备对考试过程实施全程监控。安全员和考生的每一个动作、每一句话都在监控中心的掌握中，一旦发现有违规行为，监控中心的考试员可立即中止考试或取消成绩。</p>
<p>‘机考’能更好地保证驾考过程公正、公平、公开，减少了考官的自由裁量权，杜绝了考试评判中的人为因素。”</p>
<p>“机考”在对驾考过程的细节把握上将更准确，能更规范、更严格地执行公安部对驾考的相关要求，促使驾校进一步提高教学水平，尤其是学员的实际上路水平，并有效解决考试员评判标准不一致的问题。</p>
